The Smart Charge Management (SCM) and the EV Time-of-Use (EV-TOU) programs are two different programs that help EV drivers save money.
If you enroll in both programs, you can be sure that you always charge off-peak no matter when you plug in and earn credits for home off-peak charging.

EV-TOU (EVSmart Vehicle Time-of-Use Program)
The EV-TOU program is a special charging credit designed for EV drivers. While the rest of your home remains on a standard flat electricity rate, your EV charging can earn bill credits when you charge during off-peak hours, such as nights and weekends when electricity demand is lower. Your charging behavior determines whether you earn these credits.
Smart Charge Management (SCM)
Smart Charge Management is an automatic smart charging program powered by WeaveGrid. When you enroll in SCM, WeaveGrid actively manages your EV charging by creating an optimized charging schedule each time you plug in at home. The schedule is designed to prioritize charging during off-peak hours and times when electricity is most cost-effective.
Participants can receive up to $10 monthly for charging at least 60% of the time using WeaveGrid’s optimized schedule.
Automatic Smart Charging
Each time you plug in, WeaveGrid makes a smart charging plan for your car.
The plan uses information from Delmarva Power. It looks at the price of power, how many people are using power at the time, and how much clean power, like solar or wind, is available. Then it picks the best times to charge, so your car is ready by the time you set.
Sometimes your charging may start later or pause to avoid high cost or high power usage times.
You are always in control. If you need to charge right away, you can override the plan. If you override often, you may save less and earn smaller rewards.
Charging off-peak is a good habit and can save you money. WeaveGrid builds on this and enables you to save and earn more money directly from Delmarva Power.
WeaveGrid takes into account things beyond off-peak charging, like when there are a lot of people using power at once, or when clean energy is available, to help the environment and keep power reliable and affordable for everyone. In return for these benefits, Delmarva Power offers rewards when you participate.

We share this data with Delmarva Power so you can get program rewards. We do not share your car or personal data with other companies.
WeaveGrid is committed to securing users’ data. We maintain stringent data security procedures to prevent details about our users and their charging and driving patterns from being misused or disclosed to unauthorized parties.
We take steps to keep your data safe. We use encryption, which scrambles your data so only the right people can read it. Our security program follows well-known industry standards.
If you want the details: The WeaveGrid platform uses SSL/TLS encryption to secure communications with various external data sources, such as utilities and vehicles. WeaveGrid also uses AES-256 encryption for securing personal information (PI), personally identifiable information (PII), and data at rest, hosted in our own virtual private cloud (VPC). Additionally, our information security management program is aligned with industry best practices and highly regarded IT governance frameworks such as ISO:27001, SOC2, and NIST CSF. This means we uphold the confidentiality, integrity, and availability of customer data in the utmost regard.
